Rewatching this episode, after a couple of years have passed, I realize something after reading this again,

I realize that maybe the Phantom Troupe weren't completely evil... maybe the money, treasures... everything, are for the people in Meteor City, not for themselves.

If he's completely evil then he wouldn't careless whatever happens to the baby... he could just left the baby in the middle of the road or at some place with no people, that would be truly evil.

HOWEVER, maybe Kurapika could've used Gyo to see if there was Nen around the dead bodies and if there was, then they were without a doubt fake. But Kurapika didn't think about this, I think.
